You have to be a buisness seller and meet the other requirements.

To offer eBay Premium Service, you must meet all the requirements of a Top Rated Seller

In addition, your listings need to meet the following requirements:

  • Offer a 14-day or more, money back return policy
  • Offer 1-day or same-day dispatch
  • Offer an express delivery option - offering delivery within 1 day
  • Offer a free delivery option
Listings that qualify for eBay Premium Service receive a 15% final value fees discount on the item’s sale price (not including shipping) and an advantage in Best Match.
Check your Seller Dashboard to see your current status.

Are you asking what you need to do to your listings to get PSD?

1)Register as a business seller, and become TRS (only business reg sellers can become TRS, and only TRS get the discount)

2) Make sure all your listings have:

a) a free postage option

b) same or 1 day despatch time

c) an express option - such as Special Delivery next day

d) offer a 14 returns policy

ebay don't make it particular clear but you have to be a business seller in order to qualify.

if your tempted to go down that route in order to gain these privileges it will be advisable to study both private & business fee structures closely as they quite different. ie business sellers don't get 99p free listing.

it's also worth noting that once you register as a business to can't reverse the status on that account.
