I have recently inquired why an Item I bought, hadn't been delivered yet. I sent the seller a message. I got a reply saying it hadn"t been paid. On checking my palpal transaction, it showed as unclaimed. I have now cancelled this payment, as it doesn't seem like the seller is going to send it. Am I in my rights to do this, as I am not prepared to wait on the seller sorting this out?
Yes, that's fine if the option to cancel was showing.
If the seller opens an unpaid item dispute to get their fees back, and you end up with a strike, you can easily get it removed by appealing and quoting the original PayPal payment transaction number.
