Either seller

• has closed his/her account
• eBay removed the listing
• eBay restricted/banned the seller from selling

If you paid using PayPal then buyer's protection will still cover you in cases like this one

When a seller is:

• unregistered
• an item has been removed after won

then you will be able to open a case in PayPal for item not received & add all the relevant info  as you have 180 days to do so from the time item has been bought

You will have to log into your PayPal Account then find transaction ( if item paid using PayPal)  then open a case for item not received

So log to your PayPal Account & next to item bought open a case for item not received then escalate the case as soon as

Here's how to open a dispute in PayPal:

1. Log in your PayPal account.
2. Under the "My Account" tab choose  "Resolution Center".

Now you can report your problem.
