global shipping problems

What do you do when you've sent an item via the global shipping program that didn't arrive to the buyer.  Tracking shows that it arrived on the international leg but says, 'Unable to deliver'.  The buyer then opened a case with PayPal, who then found in their favour, even though it was explained clearly to them that the refund should be obtained from eBay under their money back guarantee.  So, the buyer has now been refunded by Paypal and I am out of pocket!!  The buyer must have paid extra to eBay for the international leg, so can they also claim a full refund from eBay and be totally quids in????
