Hi all, so two of my dvd bundles were won by user. I check the bio and feeback, and she has pages like literally pages of positive green pluses but with a variation of," ebay please ban this person does not pay-time waster." I guess you can t leave negative feedback unless the transaction is complete. So I decided not to get caught up, cancelled the order and made a second chance offer. Now I'm waiting for the buyer to confirm a refund- though she never paid, and from the feedback, does not comunicate. 

So my question, is this going to come back on me for cancelling the order, affecting my feedback, and why the feck is someone able to bid and win on so many items, not buy, not communicate, and still be allowed on here?
