Returned, no refund, unable to contact seller

Purchased a body protector for my son who has autism. Item said was recommended safety level, turns out not to be of British standard and not safe at all for purpose, in fact all of its kind were recalled. Contacted seller to explain and provided with an address to return, no problem. Returned item to address given, no refund or further communication. Still no refund weeks later, attempted to contact seller and message pops up that unable to send message code. 

Any ideas would be most appreciated please
