Hi I can't seem to update my paypall account. I don't have access to the one on my eBay account but have a new one I need to add.

Information from the help pages for you:-
To link your eBay account to your PayPal account, select Link my PayPal account.
To check whether you’ve already linked your accounts, follow these steps:
Go to My eBay > Account > PayPal account.
Next to “Buying on eBay”, you’ll see which PayPal account is linked to your eBay account, if any at all.
If you want to link a different PayPal account to your eBay account, select Unlink accounts and then Link my PayPal account.
