I bought and item and paid it through paypal on the 09.04.2017. The seller opened a request 13.04, wanted to cancel this business. Ebay gave me a link "take action", but offer me only to choose: 1. I didn't pay for the item /2. I paid it and i got a refund - in this case i could mark the date of the refund.
Today 28. 04, I got nothing, but my seller says i should take something. But I think he is wrong, i should get refund first, than choose the 2. option, shouldn't i? Thank you! (I edited my original question)

Sorry your post is not clear. What kind of request did you open? If it was a "not received" case, you opened it very early. Delivery dates are just estimated, not guaranteed.
Your "seller says you should take something" What does that mean ? What does he want you to take ? You think you should get a refund first, and then take something ? Sorry it makes no sense.
