You don't have to do anything - it's already set up. You just bid the maximum you would be willing to pay and ebay bids up for you in small increments until you maximum is reached. You will only be bid up if someone bids against you. If no one does you get it for the starting price. You will only ever pay one increment above the next highest bid - so not necessarily your full amount.
