When a buyer opens a vase for not-a-described, the seller should respond with the offer of a full refund on return of the item. If the seller refuses the return or fails to respond to the case then eBay assume that the seller doesn't want the item back and will simply force the full refund without asking the buyer to return the goods. eBay have no way of knowing who is right so the resolution centre is set up to restore, as far as possible, both parties to their pre-transaction positions.
