You have never phoned me; I am a member like you. There is no contact to eBay here. You have to block the member no one else will; probably not even customer service.
If she wins and does not pay then you open a non-payer case in the resolution centre [link below]. Close after 4 days and she gets a defect. Two defects and most sellers will not sell to her.
Have you set your preferences to that?

OK that's fine. But if you have blocked her she could not bid with you again? Whatever happened I doubt eBay is "investigating" though and even if they were you will not get to hear.
If you had opened non-payer cases on all 4 occasions then you would have - in effect - stopped her buying from many many sellers.
Have you set your preferences - for instance - to stop people with 2 non-payer cases?
