Yes, if you import goods from countries that are not in the EU then VAT is payable on items worth £15+ and Duty kicks in at £135+.  On top of that there will be a flat-rate charge to the carrier who collects the tax.

The buyer is always responsible for paying the tax and there is a warning about this on all international listings.
