Hiya.   Then go to the resolution centre at the bottom of this page and open a case for item not received under Ebays Money back Guarantee and follow the instructions very carefully.  You have 30 days to do this.

If you are out of time to make a claim through Ebay then log into your paypal account and make a claim through Paypal.  You have 180 days to make a claim through paypal
