hi, i know you can not name and shame buyers but are you allowed to message a seller warning them about a buyer??

Some of the worst scamming buyers have been caught out by sellers messaging each other. Which of course you shouldn't really do ;)

All ebay messages can be reported back to ebay, who will review their content.

 

You could be unlucky and message the one seller who thinks the whole of ebay is wonderful and that every buyer is a saint.
