First of all, you need to wait 4 days and then open an unpaid item dispute (ebay will charge you final value fees on the transaction, whether you receive payment, or not).

 

You can close the dispute after it's been open for another 4 full days, then you'll get your fees back and can safely relist your item.

 

Add the non-payer's ebay ID to your Blocked Bidders List.

Have you set your Buyer Requirements to block bidders with 2 or more unpaid item strikes?

They may pay yet, it they don't, do all this before relisting:

 

Open an unpaid case after 4 days and close 4 days later. Don't close in the meantime, on a promise to pay.
If they do pay, you have a disgruntled payer on your hands, so you MUST send out via on-line trackable means, to avoid non receipt claims.
They will get a strike, you get your fees back, and they are unable to leave you feedback:

Add them to your blocked bidders list here:

Set your prefs to block bidders with 2 or more strikes here:

NEVER send a non-payer a mutual cancellation request, as they can refuse it, and you lose your fees, and they can leave you feedback.

As a seller, you can't leave negative feedback, or negative comments, so leave no feedback at all.

You have to complete the above before relisting, or offering a second chance, because if they pay in the meantime, you could end up with 2 buyers, both able to leave you feedback, and only 1 item!
