i do not know the answer but it seems that ebay have a monthly meeting to discuss such isues take me for example i have 1049 possitive feedbacks i complie to all the rules and regulations that ebay set my rating is very good by ebays own admision and yet that does not seem good enough to become a power seller, so who knows i think a straight foward answer from ebay would clear up the confutsion and stop us the poeple who pay their wages from wasting our time asking these sort of questions, after all its not a complicated question is it hope this helps but somehow i doubt it lol good luck getting your power seller status
