why do i sometimes have to wait 30 days before i can register a non-payment for an item?

Hi,

Sounds as if you are using Unpaid Item Assistant and havne't changed the timescales.  Details here on how to do so:

you are using Unpaid Item Assistant turn it off then you can open after 4 days and close after a further 4 days.
