I have a buyer who put in a last minute bid for an item and won but I have not received payment yet. I sent him an invoice and also a follow up mail a while later asking if there were any problems but have heard nothing.

do not cancel 4 days after end of auction open a non payment dispute then close after a further 4 days then you can relist.

Sellers can open an unpaid item dispute 4 days after their listing ended (I always give buyers 7 days within to pay).

 

You can close the dispute after it's been open for an additional 4 days, then safely offer your item to the underbidder, or relist it.
