All new seller have to go through a probational period when they are expected to prove to eBay that they are good seller.
It was introduce to protect buyers from rouge seller who would register an account - listing lots of items that didn't exist - sell them and do a running with the money.
If after 90 days you have had no problems with your selling. eBay will offer you a higher selling and money limit.
A good way of showing that you are a good seller is to get good feedback from your sales.
