Buyers have 4 days from end of auction to pay before you can open an Unpaid Item Dispute - some sellers will open when time allows, others may wait a few extra days. Unless you have opted out, eBay send a reminder 2 days after listing end. Details of the process here:

Don't relist or do a SCO until you have been through the process and received the final value fee credit. If you do, you risk the buyer paying, not having the item and being reported for Seller Non Performance and receiving neg feedback.
Also, if you relist before receiving the credit you won't be eligible for the insertion fee credit if it sells the second time (if there was one).
Once closed, the buyer will receive a 'strike' on their account and will be unable to leave feedback. Get too many strikes and their account will be suspended.
Sellers cannot leave neg/neutral feedback and if you leave a neg comment the buyer can ask eBay to remove it, which will be a black mark on your account. Therefore don't leave any at all.
