It's really not that difficult to send to somewhere like Greece.

Just calculate the correct postage and send them a revised invoice.

If you want to stop overseas bidders then you have to actively block them.

http://cgi5.ebay.co.uk/ws/eBayISAPI.dll?ExcludeShippingList

http://offer.ebay.co.uk/ws/eBayISAPI.dll?BuyerBlockPreferences

If they have paid already then refund before sending a revised invoice.

Trouble is with transaction cancellation requests is that the buyer can refuse them. This leaves the seller still having to pay the final valuation fees. The buyer is still able to leave whatever feedback they want as well. they may be a bit annoyed if you refuse to sell to them.

why lose a customer . just revise the invoice with the correct postage and send the invoice. Greece is no different than sending to Ireland

You'll have to send them a cancellation request/open dispute.
