What counts as a valid bid?

I'm a new seller & have listed an item that has received a bid equal to the lowest bid amount. I thought that offers had to be higher than the lowest bid amount? Am I wrong? Any advice would be gratefully received. Thank you.

Anyone can bid equal to or above the auction start price.

The same bidder has bid twice on your item. His second bid would be for a higher amount than his first one.

The winning bid for your item won't increase until somebody bids against him.

The bidding on the desktop is normal,albeit one person has made a bid, then that same person has gone back and raised there bid,so the amount won't change until another bid comes along and bids against them :)
