Hi.  A buyer has informed me that she wishes to cancel a transaction because she does not have enough funds in her paypal account.  She wanted to collect the item but this is not possible as we are away for 3 weeks. Who is resposible for cancelling the transaction. The buyer or the seller??, and how is this done please . Thankyou

items for collection she be by cash not paypal as it is unsafe accepting it. Why not wait untill you come back to allow her to collect it then.

It is the seller who issues the transaction cancellation request.

You should really open an unpaid item dispute after 4 days of non-payment and close after a further 4 days if you still have not received payment.

They will get a strike on their account and you will get your selling fees back and can relist your item if you wish.

The non-payer will not be able to leave you any feedback once the dispute has closed.

Add them to your blocked bidders list.

I think I agree with the above if the buyer really does want the item. If you are away then cash on colelction when you come back.

If the buyer still does not collect ( cash on collection) the do a non paying bidders dispute.

Do no agree to a mutual cancellation as if they refuse you will be left with the fees

Ebay says that if you have not received payment then you can open a non payment case after 4 days or up to 32 days.

Open a non paying bidder case after 4 days and close the case after 4 days of opening it. You get your fees back and the buyer gets a strike and cannot leave feedback.

At the side of the item click More actions then click Resolve a problem to open the dispute.

You should always sort out one sale before trying relisting or a second chance offer as you could potentially end up with two buyers and one item.

If they both paid you could end up with a non performing seller strike

Never do a mutual cancellation for a non payer as they could decline it and you would still have the fees to pay and they could leave feedback.

 Non payers are time wasters.

Do not be tempted to leave positive feedback with a negative comment. This can be reported and removed and you will get a black mark on your account

Most people have their preferences set to block bidders with two strikes.
